Challenge Cup III

Broomball currently played in : Sweden, Finland, England, Italy, France, Switzerland, Russia, New Zealand, Germany, Taiwan, Hong Kong, Australia, Canada, USA, Japan.

Countries currently confirmed for Challenge Cup III are in italics above. CAN$1,100 entry/team fee to the Challenge Cup III.

Countries in bold above have a small player base, or are part time players.

Men 16 teams, in 2 divisions, round robin format.
Mixed 8 teams (or more), round robin format.
Women’s 4 teams (2 Canada, 2 Italy) round robin format.

All accommodation bookings must be done through Pacific North West (PNW). Approx CAN$50/night/person. Double occupancy ONLY. Use Great Escape to book Tournament and accommodation

Everything must be paid for up front, for accommodation, car hire etc. Refundable up to a cut off point.

International Referee, send one to the Challenge Cup III. (ABA, USBA ?)

Contact PNW if wishing to sell T-Shirts etc at the Challenge Cup III. (Like the Challenge Cup II, on the meet and greet night ?)

We can purchase Challenge Cup II products wholesale and resell at local events, contact PNW.


Sport Profile

USBA raising the profile of the sport, Junior Olympics Next Summer will have a Broomball Championship.

North American Junior Championship, featuring Junior Broomballers for USA & Canada in a combined sanctioned event, to be held somewhere in the USA, proposed in Minneapolis, under 16 age group.

Cincinnatti 300+ intramural teams

2003, Canada Winter Games, will host a Broomball tournament.

Raising the profiles of the sport must me done by the countries where possible, poarticular the smaller countries.


Olympics

IOC (International Olympic Committee) meeting, what was required.

• 4 countries
• Sport must have an International body
• IOC recognition of the sport
• each country has a panel to determine each countries participation.
• IOC assess the involvement of the sport within the country
• IOC set’s the standards
• Each country must approach their association (Olympic body) for inclusion
• IOC want’s male and female participative sports, mixed is not considered as a viable event.
• Must be certified by national body.
• Sport must have officiating body nationally
• Sport must have junior programs
• Sport must have recognition of aboriginal (if relevant) culture(s).

Rules, Programs, Coaching etc, should be directed towards the IOC requirements/criteria from the perspective of the IBA and National bodies. With an ultimate aim of getting Broomball into the Winter Olympics.


International Broomball Association

Each member country of the IBA (International Broomball Association) to pay membership (nominal) dues.

International rule book is being put together by PNW (Pacific North West). Which will then be distributed for approval by the member countries. The IBA to hold the copyright on the rule book.

Hosting Package, Constitution/ by-law package to be put together by PNW for distribution to the member countries.

IBA Committee: 2 delegates/country, 1 vote. Nominal IBA membership. IBA delegates should have the authority to make decisions. Therefore the agenda should be known beforehand so that National bodies can discuss their position beforehand.(Member countries should also agree to abide by the IBA’s decisions)

Invite all countries into IBA. Not all countries have a national body.

Short Deadlines for IBA when sending info out to member countries to ensure replies and speed up the reply process.

Rick to send contact list to Kim. Marc to do the same. Amalgamate with Kim’s list and redistribute.

World Committee to meet at the Challenge Cup III. (don’t arrange committee meeting when teams are playing in leadup/trial matches)


Other

Allan Duff is the Chairman of the Host Committee for the National Championships that will be held this year in Regina, Sask

Get rules from some other sports and utilise some processes.

Coaching Levels & standards need to get national recognition.


Notes

Possibility of Swiss lead up Tournament, Billeting may be an option if required.

1902 was first recorded game.

Check airfares to Italy & $cost.

For tournament details in each province, contact the Provincial Associations.

Idaho Falls, Idaho, local Hockey association currently raising US$2Million for a new ice arena.

March deadline for Worlds.

Look into affiliation with Athletics Association.

Finland plays checking but would play non-contact
Japan has concerns about checking, because their skills are not as high. They will not consider it.
Switzerland suggests that an International rules committee be set-up before a World Tournament (Championship) occurs to organise a set of rules.
Rick P., suggested that a person from every country be on this committee to decide on a common set of rules and then changes can be made accordingly.
Brian Klenk suggested that someone who is unbiased towards any country to organise the committee. Robert Hachey has offered his services.
Rick P. suggested that Kim Shapley (Australia) be the base of information because he has an Internet set-up (brooms-l).
Kim has agreed to this if everyone else agrees.
Peter Jurgens suggest that the championships be played at the same time as other world championships or Olympics. In order to hold this event sponsorship is a necessity

Robert Hachey asked how to form a committee and when and who should be on it.

· Rick P. proposes the committee should be set-up by 1997.
Marc Hunter asked about the financial responsibilities of the Host country in the World event.
Two (2) members from each country within the next 30 days.
Brian Klenk offered to put together a proposal of the rules, policies and procedures within 4 months March 1st to circulate throughout the countries (starting point) These policies will then be evaluated by the individual countries.
Robert Hachey offered the services of the CBF, if information is required for programs (Technical & Officiating).

Marc Hunter asked how they get their referees

Answer


Jean Daniel - have approximately 60 officials & they are paid well.
Canada advertises for hockey referees interested in expanding their fields.
USA & Finland do the same
Japan uses players as officials - they don't have them yet.
Australia has players & are beginning to organize referees.


Discussion


Japan and Finland have a problem getting equipment (shoes) because of costs.
To start new players off, it was suggested that they could use a gymnasium (sock over broom)
Q. Rick P asked if it could be feasible to have another world cup tournament in 2 years time - A. Not if worlds to be held in 2000

Hosting Commitments

If any delegates would like to delete or improve any suggestions, please forward any changes to this contact address by September 1st, 1997.
A country may apply to host a World Broomball Championship.

A letter of intent to bid for the World Broomball Championship must be submitted to the International Committee Chairman office by December 1st, two years prior to hosting year.

A letter of confirmation of host site must be submitted to the International Committee Chairman office by June 1st, 18 months prior to the Championships.

The host must provide two arenas with regulation size artificial ice surfaces, complete with regulation nets and ice markings.

The arenas should have separate, , clean dressing rooms for each of the competing teams.

The host must provide a minimum of two dozen official balls to be used during the tournament.

The host shall ensure there are adequate food concessions at both arenas.

The World Championship must be held during ........................... .

The host of the World Championship must submit the tournament schedule to the International committee Chairman for approval six months before the tournament.

The host shall make available five hotel rooms per team that sleep four persons per room for the duration of the Championship (minimum).

The host shall ensure an adequate transportation system to move the coaches and athletes between the hotels and arenas. This system must be available during the entire Championship at intervals of no less than 1/2 hour departures from each hotel and arena.

The host shall provide a person or committee to meet all delegates and teams at the airport or hotels.

The host shall organise an Awards Presentation function in order to formally present the team and individual awards. This function shall be able to accommodate all athletes and coaches. The admission fee should be a break-even charge. Alcoholic beverages at a reasonable price may also be served.

The host shall invite all sponsors to all protocol events during the World Championships.

The host shall select athletes for the following individual awards for the Male, Female and Mixed divisions at all World Championships.

• Most Valuable Player (preliminary round and play-offs)
• 1st and 2nd All-Star Teams (preliminary round only)
• Team most valuable players (preliminary round only)

The host must provide the game MVP awards for each game in the Championship.

The host shall be responsible for providing the required hardware and supplies for the results rooms.

The host shall be responsible to provide double occupancy accommodation for each official invited to the World Championships.
